So I was a bit tired of the Decoy like spawn my map had, decided to polish it up a bit and before I knew it, it became something entirely different.

Is it a skybox? If so, you can put it on above or below the playable map, if it not a skybox, then check this Tutorial
The problem is, that the skybox is 99% from upward, copypastaed.
The upward building is just the whole func_detail of the map, scaled down. My hammer nearly crashed while doing it lol.
Pretty sure that I will be punished for copypastaing

will you be keeping the Chinese signs in hell? Because that looked pretty good, differentiating your map from all the other halloween maps.
Also, how about turning some of the windows green, making them look haunted?

I kept them in the Underworld so I guess it's a good idea to keep them on Hell too, also thanks for the green windows idea, I will try it
