They should theoretically work as a texture on a brush already.

If they don't, you just need to extract from the vpk and clone their vmt file and remove $decal 1, otherwise overlays and textures are identical just that overlays usually have an alpha channel while most textures don't.

Use GCFScape to open VPKs, and they'll act in that program like usual folders.

Huh? It doesn't really feel like much hassle for me.
I don't think there really are other ways to deal with VPKs other than GCFScape - and GCFS does it near perfectly.
You can use it to extract all off the content to a usual folder and then do stuff with it there (and it's a practice), but I don't see much advantages of that, and the content is pretty damn hefty and will take both time to unpack and copy and storage space.

They'll open (and save) in any text editor.

I don't know much about the subject, but you either remove $decal 1 or change the 1 to 0.

Sort of, yeah you just edit the line it's on, removing it should do it.

I think they mean the vmts. The vtf files are the image files themselves. The vmt files are the materials that Source uses to define a material. You can open vmt files with any text editor like notepad. You should see the "$decal 1" parameter in there. Change the 1 to a 0 and it should work on brushes in Hammer and in-game. Once again, it's the vmt files you have to edit, not the vtf files.
