Oh man I remember those. R̶i̶g̶h̶t̶ ̶n̶o̶w̶ ̶I̶ ̶c̶a̶n̶'̶t̶ ̶f̶i̶n̶d̶ ̶a̶n̶y̶t̶h̶i̶n̶g̶ ̶a̶b̶o̶u̶t̶ ̶t̶h̶e̶m̶.̶

Edit: Found in the December 20th, 2013 patch "Set the global holiday mode to winter, causing the usual effects such as ropes getting lights and enabling the winter noisemaker." This update was the last time valve enabled the Winter holiday restriction globally. Man remember when those noisemakers were everywhere?

But to answer more of your question, the "rope texture" is actually a keyframe_rope entity, and somehow Valves servers overwrite the default cable/cable.vmt material with a festive version of that. So I guess if you made your own festive cable texture and used tf_forced_holiday 3 it should work. I dont have any mapfiles of the festive ropes that Valve used, but I do remember the ropes on cp_dustbowl having them.

It wouldn't be in a map file- it's tied to the black rope texture. You can tell because if you use a grappling hook it will also have Christmas lights on it as a side effect. I have no idea how to forcibly enable it in a map or create a custom rope texture- sorry!

All cables in maps will turn to xmas themed ones when valve releases an update near christmas time. Any map that uses cable, will have those lights. They are not a model, they are a sprite (i think) attached to it. Whatever it is, you cannot just take it and replicate it. Only thing how to do that would be construct a custom model and put that within map with the lights on and off changing.

Holiday's are server commands.

The only way to force it for a map is to use a point_clientcommand and have it use one of these commands:

f_forced_holiday <0-6> - Enables holiday mode (0: default; 1: Birthday; 2: Halloween; 3: Christmas; 4 = Valentine's Day; 5 = Meet the Pyro(Unused); 6 = Full Moon)

From what I understand, most servers don't like maps that do this and will overwrite the command or something like that.

Christmas lights don't show up when the server has tf_forced_holiday enabled, they only show up for a few days around Christmas.
