I'm no expert, but a func_movelinear could help.
The most reliable way to move people is probably trigger_push. For the belt, you better use a sliding texture or an animated model I think?
A func_conveyor is probably more appropriate than the above two. You'll still need a scrolling texture to make it look realistic.
