Maybe try using the 'brick w/ wood support textures' included in the "Frontline!" pack?

Try adding the red_stripe texture around the building, a concrete top, and some pipes down the side (maybe you can use Asteroid props?). Also, consider combining the B and C signs into the "B (+c)" variant.
Here's a small-scale example. I used the 3pipe hydro props, but like I said above the Asteroid pipes might work for you.
