I'm pretty sure I did the correct instructions but tr_walkway won't appear in my maps when making a server. Can someone help me?
I'm having problems with Walkway

Press ` to open console and type (without quotation marks) "map tr_walkway_rc2". Also, (I don't know if this is just for me or...) If bots don't spawn go back to console and type "sv_allow_point_servercommand always" then type "retry". Hope this helps.

Sorry, just says "map not found or invalid"
Are you sure the map file is in the correct folder? It should be in either Team Fortress 2/tf/maps or Team Fortress 2/tf/download/maps.
Was the map compressed when you downloaded it? If the file you downloaded is a .zip, .7z, .rar, or .bz2, then you need to uncompress it and extract the .bsp, then add that to the game files. You can do that with 7-zip.

I clicked on "tr_walkway_rc2.rar" then dragged "tr_walkway_rc2.bsp" into Team Fortress 2/tf/maps and Team Frotress 2/tf/download/maps
It might not be working because you downloaded it twice, and the files are conflicting

Made sure to delete all the other tr_walkway_rc2's and thats left is "tr_walkway_rc2.rar" and in it is "tr_walkway_rc2.bsp" and still nothing
