How do I make a Custom Overlay?

I wish to make a custom overlay material but I really do not know how to do so.

So far I have already finished my image and converted it to .tga format. I also gave the .tga the proper alpha channels so that it may be transparent.

I have all the tools necessary to make vtf's. I have VTFedit, and the photoshop vtf plug in. So pretty much I believe I have everything needed.

I have everything needed but I do not how to make the overlay its self. How would I do this?

theres a button for it on the left side.

Its the 3rd from the bottom labeled "apply overlay"

its picture is a wooden block with a green square ontop.

Just pick a brush to put the overlay on, like a wall or something.

Go to your materials and find an overlay, like a sign or something.

You can search by typing "overlay" or "sign" or something that you want to use as the overlay, select it as a material, then use your overlay button on the left and just click where u want to apply it on the brush. You can resize it and change it after if u need to.

Did you not read my post?
I wasn't asking how to apply one in hammer, I was asking how to make/create my own.

Have you exported one of the valve decals and examined how they do it?
Also have you read texture making tutorials and such?

Yea I finally got it to work by looking at a valve texture. I just pretty much copied the code replaced bits. I was never able to find a decent tutorial that helped me understand the whole process and how things work, I still don't really understand how things work but winging it seemed to work.

yes, Unfortunately there is no super amazing texture making tutorial that explains absolutely everything about making textures, so copying how valve does it seems to really be the best way to go about things.
