Overlays and Decals Help

So, I'm making control point signs with arrow and letter textures. I place an overlay, and it's too small. I can't stretch it because it glitches out and is a weird elongated blue line. Decals are also too small. What do I do?

Make sure this is active, meaning you clicked it, (Its called Texture Lock) before you try to expand or rotate any decals or overlays.
And make sure its unchecked when creating new brushes again, or the textures will be out of line.
