Well, maybe Megapieman is right, I quite like it, and not just because I can't do that.
Also, is the windscreen's origin at bottom, so it can easily be rotated, or at the car's origin, so it can easily be positioned right?

The origin is at the center of the bottom, as axis.

The texture work is a bit overly simple, but I can't put my finger on how either. I'd also say the polycount on some of the rounded bits (especially the foglights) is kind of low, but I don't know what the total count is on the current model so it might have been necessary.

You should put some scratches and rust marks around bolts or screw holes. Also adding stuff on the back or the sides would be cool, like a gas tank or something.

I like this model a lot. tf2 needs vehicles, and the more - the better!
Jeeps could fit many of the tf2 themes great- swamps, deserts, or Egyptian ruins.

I can give you a few suggestions if you're planning on updating this:

The grill on this jeep looks wierd. Your jeep is based of a world war 2 era Willys jeep. The grill on these things is "flat" at the top, while yours is pointy. IMO that looks really wrong, and should be an easy fix.

Besides, the grill is just a cover for the radiator, which is behind it. Thus, I feel like the grill in the model should be "caved in", either in the actual model, or using a bumpmap.

Also, the lights on your model look underdetailed. I'd go for the style featured on the hydro truck lights:

I think you can also increase the number of polys on the lights, especially the lights on top of the fenders. They don't look round enough IMO.

I did manage to pull up some default models in HLMV and I can definitely say this can afford to add some more polys and an extra LOD level somewhere between the closest one and the one it has.
