Making a Capture Point hud icon appear without gamerules/making team not win on point captured

I'm making a short and sweet map to test custom weapons made with FlaminSarge's Give Weapon plugin, and I want a control point to be in the map, cappable but not winning the round on capture. I already have my trigger_capture_area, team_control_point and matching prop_dynamic, but whatever I try, on capture the team wins. Can anyone provide any help, or will I have to scrap this idea?
