Creating a 2D skybox from scratch?

What would be the best (preferably free) way to go about creating a skybox texture from scratch?

I'm mainly concerned with creating the actual image, in the right shape so that it doesn't turn out distorted; I can find out how to put it in game later.

The 3D photoshop template is interesting, (and yes, beyond gimp's capabilities). What I would do is model the skybox in blender and render it out with 6 cameras. Blender has (primitive) texture painting that you could use to block out clouds and other non-modelable details.

If anyone knows a GIMP script that I could use to distort an image like Ravidge's grid texture, that would be most useful to me. Something like a bulge effect that only affects y values.
