Here is a quick TF2 prop for you to use, its a basic barrier really, hope it can be useful in any of your maps.

I had a look at the physics model, you should probably simplify it as the legs don't really need to be detailed (nobody's going to shoot through them, and much less walk there). Have a look at the picture, I think this is sufficient.

Well i actually made it that way first but then i figured someone will probably try and shoot between the legs so thats why.

That person should not be surprised when his attempt fails :p It's pretty common that apparently hollow props turn out to be solid (see the air intakes in the RED defensive round on Hydro, for instance). But hey, that's your call :)

The plates I marked in black are definitely expendable, though.

I get your point. But in order to shoot through this specific hole, you would need to shoot at someone's foot...

As a pyro, your flames need to go everywhere they can. A spy's foot is a spy's foot, no matter what prop with a hole is between you.

So, after you find out the problem with the collision model, are you going to make a second version of the barrier that is missing one of the supports?

That depends, you could be in a hole that right at the barrier, and you can see peoples head through.
