Well you could start by looking at maps you like and seeing why they work layout-wise, and maybe pick out a few things you like about them. So if it's a koth map, look at Viaduct's layout and pick out what it is that makes that map work.

make a koth map that adds other game elements not usually found in the game mode
i.e. adding doors that lead to shortcuts to the point that can only be accessed by killing players

If you wanna be crazy, I have have idea about highly vertical koth map where spawn are actually above capture point. I just dont know how it could ever work
