http://www.layeredtech.com or http://thegridlayer.com will both have servers that suite your needs. For 4 x 20 man srcds with mods you would need about a P4 3.+ Ghz or Xeon / Opteron CPU.

Any of the servers below would be more then enough to host your 4 srcds or even more. I would recommend you get atleast 1-2GB or more RAM in the host and if you want the easiest configurations go with Windows otherwise Linux will work fine but has a bit more of a learning curve. If you do go with Linux get CentOS 5.x and cPanel control panel. The current cPanel install even includes a basic game server control option.

The basic Microsoft Hyper-V VM/VPS may even suite your needs.

The one company you posted configurations look OK but the amount of bandwidth given may not be enough if you max out those 4 x 20 man and allow file downloads, alltalk etc may cause some b/w overages. Most US based providers will give you a min of 1.5TB vs their 350GB. If you need a EU based host I would check out http://leaseweb.com or OVH http://www.ovh.com/fr/particulier/index.xml

Note: I work for LT so I am a bit bias and this site and the TF2maps game host are hosted by us.

Anything greater then a P4 3.0ghz and 2GB or RAM should be more then enough for you to use for 4 x 20. I would also suggest you get about 200GB of b/w per 20 man that will allow for all file downloads of maps, models, sounds and to support alltalk etc.

Anything in the P4 class with 2GB of RAM should be good for you . So anything from a P4 2.4ghz and greater would be enough for the 2 x 20 or 3 x and still have room left for other tasks. if you can find an older AMD chip with an Ahtlon or Sempron you can likely get away with a Sempron 2600 or Athlon 2400 or greater to do the same for a 2 x 20 man or 3 x 20 man.

if youre looking for your own box then im not sure, if you want to run 3 seperate servers then i use teamhost.co.uk for mine. they are all on quad core with 4 gigs of memory and sv_downloadurl speeds are hueg with plenty of bandwith plus if you order 20+ servers you get a free private clan server for each server and free teamspeak/ventrilo and they are cheapest servers about, only 75p a slot so thats only £15 a month

200gb of bandwith for download host is a hell of a lot, i run a 32 custom map server that is full for 12 hours a day and that gets through 70-120gb a month in map downlaods
