Can a map be non-downloadable?

I recently made a map. A server (Baron's Pub 66.55.149.227:27015) I play on often attempted to put it up for rotation. However, when it switches map and people go to download it, it will not download. Only people who had already manually added it to their maps could play it. The owner of the pub has no idea why, considering he already has many custom maps up that all seem to download just fine.

The map in question is ctf_WaterWorks_v2

Could I have possibly done or not done something to cause this? Can you think of any reason this might happen? Or do I have a genuine mystery on my hands?

aye, you cant name your files like this "ctf_WaterWorks_v2.bsp"

It has to be named all lower case

"ctf_waterworks_v2.bsp"

*i mean you can have it named how you want, but you will make server ops life a living hell

also check if the map is in the fastdownload folder

The capital letters seemed to be the culprit. I made sure to fix the old version and not to repeat the mistake in the final release.
