Forcing Arena on other Gamemodes with No Sympathy

If you can't figure out what I'm asking from the thread title, here's what I mean. I want to be able to create an arena map that follows invade ctf rules.
As in, it would be regular arena, but with an added ctf objective. The closest thing I can think of would be arena_byre.
Is there a way to force arena on something like ctf? or even payload?

ctf_steamroll is basicly that. But it includes the arena mode by respawning people in an closed area where they have to spectrate the other players

arena/ctf hybrid actually sounds super rad. I'll try forcing the two together if I get the time this weekend (although that's doubtful).

Arena and tc mashup should be interesting.
When it's taking too long it would turn to koth in the current capture point.

I tried putting flags in an arena map, and it automatically defaulted to CTF. I tried a few different gamemodes for the flags, but not all of them. None of them had any effect.

Having a tf_gamerules entity or not didn't change anything. Flags by themselves would change the map into CTF.

I tried adding a tf_logic_hybrid_ctf_cp, but that didn't solve the problem either. It actually made it worse, because the game crashes when you try to join a team.

Conclusion: there's a few more edge cases to try out, but I don't think a ctf/arena crossover is likely.
