vbsp.exe file is missing from my bin folder

I've been trying to compile a map, but an error comes up stating that Access is Denied to the vbsp.exe.

Here is the log:

I looked to see if all programs were there, and the vbsp.exe is missing. Does anyone know where I can get it, or what to do to fix this problem?

Try verifying integrity of game cache in TF2 steam properties.

You can also try running Hammer as administrator, maybe.
