Weird texture rotation on rotated surf ramps

Try toggling the texture locks?

It's because they're aligned to world not to the face. I am not sure how to align those middle ones to match the outside ones as they are, but you can use alt+clicking to align them all to each other. Select a face then alt+click on the one next to it

Yeah I've made a few surf maps and have had this happen to me as well. I don't know how to specifically fix it using brushes, but I do know it will be fixed if you turn the ramp into a model. I'm not sure if there is a tutorial on the model creation process for surf ramps somewhere, but you can talk to this guy since he's using it in the linked map - if you choose to do that.

I tried making my ramps into a model using propper, but the textures were messed up. Besides, model textures can't emit light, so the light blue lines on my ramps would not glow.
