How do you make rain?

Allright, I've just completed the developing and texturing phase of my map, and so now only the further detailing phase remains. For those who want to see what I did for the last four hours in texturing phase, here are some pics.

Getting back to the point, I'd like the atmosphere to be during a dark and stormy night, and to pull that off I'd need actual rain. So how do I do this?

Use a particle effect. There is even an option to mark it as weather.

That brings me on to the next topic, how the hell do you open the particle viewer? I saw on a youtube video there is such thing as a particle viewer, but I see no option anywhere to open it.
Also, do I just need one particle in the middle or a bunch?

It is part of the in game tools, launch the game with the "-tools" argument to access those.

That brings me on to the next topic, how the hell do you open the particle viewer? I saw on a youtube video there is such thing as a particle viewer, but I see no option anywhere to open it.
Also, do I just need one particle in the middle or a bunch?

Depends on which particle you use. I would recommend Psy's weather effects with collision as they can detect rooftops and such and not pass through them. Then you simply create a info_particle_system and add the rain particle effect name in the name box. According to Psy: "For Sawmill there are 2 rain effects; env_rain_001_collision (1024 units) and env_rain_002_collision (256 units)."

The particle viewer in hammer only exists in newer versions (portal 2+), TF2's hammer sadly is an older version and doesn't have it. You have to browse them with -tools on TF2 itself as henke said.
