What would be the classification for a map with 3 control points, starting out with none capped (like koth), with win conditions being to own all points at once. You can cap any points at any time, so not an attack/defend scenario, and each team would have an equal chance. What would be the prefix for such a map?

That's a non-standard gamemode, so there is not a prefix. I would go with CP since it has control points and CP is pretty much a blanket term for any non-standard mode that uses control points.
