Hammer Acting up?

Been having problems moving brushes and mouse is jumping off it and onto something else.

Can't click or move overlay handles even though overlay is active.

Any ideas? My mouse works fine the jumping thing is also occurring with the mouse button depressed when trying to do a shift copy.
