Every time I use Hammer then finish with it, save and exit, when I go to play TF2 it has to scan the cache files or something.

Every bloody time.

Is this normal?

It happens to me all the time also, and only recently. I have no idea of the fix, but it's bloody annoying.

Verify TF2 files through Steam by yourself then in the Source SDK try refreshing content.
This fixed it for me, but it still happens after like 5 weeks later

Do you close out of the window when it says it's 100% completed while the loading bar is still there, or wait for awhile until it says that "all files have been successfully validated"? Because I've found that even if the window says that it is 100% completed, sometimes it isn't done with what it's trying to do and if you close it then it will have to restart.

Stop!!! Don't close the window when it says' 100% complete! It's NOT complete! They only WANT you to think it's complete! Continue waiting - maybe up to 5 mins after they say it's complete.

You'll know it's complete when you see the close button come up.

I wait until it says "all files have been successfully validated". Always have.

I think I didn't explain well enough. I will turn my computer on, open hammer, do stuff in there for a bit, close out then when I launch TF2 it checks the files. After that, I can play TF2 all I like, until I restart my computer then it wants to scan them again when I open the game.

I had to do it everytime. Then the Halloween update came, Hammer broke, and it stopped validating.

I'm actually surprised you were able to map before you had to verify. Every time I try to start up hammer without validating the files gives me an error about the cache needing repair. I just validate the files to solve this problem.
