Local server won't work

When I try to make a local LAN server to test my maps, I keep running into collision detection problems, no matter what map I use (Valve maps, too). Glitchy jumping, stairs hardly work, being able to fly over the ground ... never happens on public servers.

That's strange. The easiest way to test your maps is just to type

map ctf_2fort

or whatever name into the developer console - I'm not sure if it creates a LAN server if you do it that way, though.

If you have a US keyboard, you use the back tick key (`). You might have to open the advanced options or something and enable it.

It's enabled and works in-game, but I'd like to be able to load a map right at the menu screen instead of starting a random trainig mode game and then loading it.

(German keyboard, by the way; I've bound the console to ö. Because everybody loves umlauts.)

You should be able to just open the console from the menu screen and type in 'map whatever'. There's no training mode needed.

With emphasis on "should". The console just can't be opened from the main menu if you don't have an American keyboard.

I don't have an American keyboard and it works for me.

The only ways of having it work they way you want is to either modify the main menu .res file to have an additional button to load 2fort, or to add +map ctf_2fort to your TF2 launch paramaters, so it'll autoload the map when you start the game.
