I dunno if this is the cause of the problem but it will probably help. Don't use infodecals. You want to use info_overlay.

Okay, changed it but now it isnt showing in Hammer. Its fast compiling now and i can say if its ingame.

EDIT: Isnt there but the console spits
Bad overlay basis at (0.000000 0.000000 0.000000)! out

I placed it on the wall i wanted, so im little bit confused.

:overlaytool: Use this button to place the overlay from scratch.

One thing you may need to do is change the brush face(s). In the properties pane, where it says "Brush faces", you can select that and then select faces of brushes to apply the overlay to. Useful for things that span a couple brushes. I imagine this is the problem you're having.

Sometimes just moving it a bit in Hammer and then moving it back is all it takes--the display isn't updating in that case.

Try hitting Alt+P and seeing what the problem checker says.

Thanks, its works with your new method now. I used :decaltool: for it, thats why it not worked. Thanks :D

Usually decals should work, the only difference visually is that sometimes the scale is different when placed, because particular textures will be assigned overlay values in the vtf file.

I'm not actually sure whether overlays are more resource intensive than decals as i've seen both decals and overlays being used in official maps, certainly overlays are more powerful entities for the author as they allow you to morph the texture in a limited fashion and assign fade distances, not to mention assign multiple brush faces manually.

By a funny coincidence, this is the first time I've ever noticed overlays fading in and out, when I was spectating on Gravel Pit. I wonder how many community maps have ever bothered with that.
