creatring decals / overlays ?

sorry im all noob'd out i tried to search through but i wanted to see if there was anything unique about my problem.

Whats the difference from the decals to overlays?

I want to have posters on my map that are custom made from ads like video cards (its a LAN Party Map) but i am unable to search on how to create them. any help is greatly apperciated thanks!!!!!

the difference... decals you cannot change the size/shape/scale on, while overlays you can. If I am wrong, someone please feel free to correct me.

as for making them... haven't tried to myself yet, I believe there was a tutorial on this site or somewhere, might have to look for it again on where I saw one. At work at the moment so I don't have much to to search.
