Sourcemod Plugin Help

I'll ask one of two questions here, depending on your answer to the first one you may not have to look at the second one. Here we go:

1) Does anyone here have knowledge of coding a sourcemod plugin?

2) If you have knowledge, how easy would you think it would be to make a plugin so instead of receiving standard damage from a crit it just deals the same damage as a mini crit instead?


Basically what we are trying to do with our server is make it so we can still have crits enabled by default, but just reduce the amount of damage they do so the person it is fired at still has a fighting chance.

Lol, I guess no one has any knowledge of this. xD It's all good, I'll just ask around.
