You sure you have the sound files set to mono + the correct sample rate?

I doubt that would prevent the file from playing entirely but it's usually the primary mistake people make when creating custom sounds.

Im not sure what its settings are but in the sound manager in sdk, I can't find any mp3s that work even the stock sounds dont work.

My Melee Fort titantrons use .mp3 format, and they work just fine. They won't play in Hammer, but they'll play just fine in the actual map. I've been using a combo of Jodix and Audacity to make them; Audacity to convert the .wav to a .wmv, and Jodix to convert that into an .mp3. Sure I could just use Audacity to convert the .wav straight to .mp3, but that costs money, so fuck that.

The conversion for MP3s is the standard 44000hz, 128bit, stereo setting. They should work just fine, did you check and see if everything is set up correctly? If your using them in a soundscape, they don't loop, you need .WAV for a soundscape sadly. But they should work fine with an Ambient_Generic

Ok, i converted a wav to mp3 setting it to 44,100hz (was no option to set to 44.000hz) then set the bitrate to 128kbit (again no bit) then to mono.(ive heard mono and stereo now). i packed it into the map and saved it. I then deleted the mp3 from the sounds folder to make sure it wasnt just pulling it from there and i started up the map and the sound wont work. I tested this before i packed it to be sure. ill keep trying.
EDIT: it was 44,100hz not khz

Uh, the LAME encoder is free and open source. The developers only distribute the source code, but they link to this which is one of people who distributed the pre-compiled binaries, and the one I've always gotten.
