How can I fix my lighting?

With HDR checked in the compile window, all lighting comes out fine, but its not HDR quality. With HDR checked it looks much richer, but it gets extremely dark and the insides of certain buildings are almost completely black despite the fact they are lit with 1 normal light in each room. The picture here is the map compiled with HDR lighting. The light_environment is pointing down, Ive tried inserting light entities from known maps and get the same thing. Ive tried adding a shadow_control and set the pitch to the same angle as the light_environment, but it didn't help.
Any Ideas?
