Weapon Enabling/Disabling

I'm having some trouble making it so that a weapon, say the sniper rifle is available to be used during setup but not during the rest of the match.
I have tried a trigger to send the Kill output to the tf_weapon_sniperrifle, but then i dont know how to get the weapon back. If someone would be willing to help me figure this out, it would be greatly appreciated.

Func_regenerate restores killed weapons.

Also, you can do the Kill inputs to the weapons again without TF2 crashing?

and i'll try that
but i had already experienced some wierd crashes with the kill weapon command but i'll give it a shot anyway

is there anyway i can disable a trigger before the map loads and have it enable 45 seconds after map spawn or like when setup ends?

No, it's impossible. You would have to mod TF2

Plus, why would you want to give a rocket launcher to a Pyro? Ho-ho-holy broken, Batman!

Also, I too would like to know how to strip weapons without Kill inputs (or server commands.)
