Is it possible to change a players speed while touching a trigger ?

Not 100% sure, but this probably would require some server plugin. So sorry that's not really going to work.
Alternatively, if you only wanted them to go one way, and they were always moving the whole time they were in the area then you could kind of achieve this effect by using a trigger push. But that's probably not what you want.

ya, that wouldn't work i don't think.
I need a way to attach it to a player and move with the player. essentially giving the player a speed increase.

I don't have hammer open, but I remember this being an entity that does something to the player speed.
There is no entity by that name.
You could do like a func_push or conveyor, but thats only 1 direction.
