Maybe because Portal 2 tells part of the story of Episode 3, and Portal 2 must naturally come before Episode 3 so it can fulfill its purpose in the HL2 saga.

Portal 2 will include a new device which somehow creates a warp in the time space continuum and thus allowing combines and all other semi-nasty stuff to come back from the past...

Then doc will come in his delorean and save the day... You heard it HERE first.

At least there will be some reference to the borialis hidden by whoever poor maniac did the game before you.
