Hosting Dedicated Server on Webhost

Is it possible to host a dedicated Team Fortress 2 server on a server bought from godaddy or something? I have searched Google for the answer, but to no avail. Most explain how to get it running on your pc.
Would someone how to execute the server to run from their servers or could I do it from my pc?

32+ dollars a month is hella expensive. I want to try to get a free as possible. Call me cheap, but that is expensive. I just need a server for beta testing my map with friends and later run full time on my select plugins. I already own a server and domain name with godaddy, I wanted to see if I could use that instead of spend a lot on an expensive monthly fee.

If it's just for your friends then hosting by yourself would suffice?

If you have a decent connection and PC you can easily run a hlds server from your own computer. I did this a long time ago, my now 3 year old computer could handle 16 players without any larger issues, some lag occurred at 16+ players though.

(how did I even get more than 16 people on my server? A: free-weekend. It was actually full at nearly all hours! And they all thought my alpha 1 map was official, good times)

It would suffice but my router is very anal about port forwarding. :/
