Connection speed monitor?

So my ping has been pretty bad lately, and I'm trying to figure out what's going on. I'm trying to figure out if I have some hidden program that's sucking up my bandwidth, or if my connection is being throttled by the ISP itself. For this I would need some kind of app that constantly monitors how much data is coming into and out of my computer.

I found some apps that purport to monitor connection speed, but in reality they check by pinging some server and seeing how long it takes to get a response. Obviously that's not what I need to know.

why not just use the windows resource monitor?

taskmgr > performance tab > resource monitor
then just hit the network tab and bask in all the data :p

I've used NetLimiter, but I don't think they've had a free version in a while.

EDIT: Just checked, looks like version 2 monitor is still available for free:

BitMeter OS. Runs as a service, accessed via your browser, and it has lots of useful features such as being able to track how much you've downloaded by day/week/month/year and a download speed calculator.
