Edit: wait... is there such a thing a a 0 degree angle? I never took theoretical mathematics ... I think I just confused the heck outta myself...

Is a bearing of dead north 360 degs or 0 degs?

Well, there is direction and then there is angle. As a direction, 0 would be East in hammer, and most math. Though like Youme brings up, for orientation, 0 is north. As an angle, it just means your two rays overlap exactly. And radians and degrees both work mod 2pi/360, respectively, or least they can.
