Making animated textures

So I suddenly find myself in need of an animated texture. Like the ones found in mario_kart:

What wizardry do I need to do?

Well, you've got two ways to do that. First, would be to open up VTFedit, go to import, and select multiple images. The vtf will be an animation of those images. The second involves proxies (for making the scrolling ones) which you can quite easily learn about thanks to VIFG's tutorial.
