I think the best part about this contest is getting a lot of maps that are functionally identical, but players and server operators will be able to choose what one they want to use.

One official winner. What would stop the community from liking one of the other three dozen maps more?

That sounds a little counter intuitive. Picking one that the community doesn't like, to go official. Since that will be the one lumped into the communities lap. Yet they wont play it, because there's a better "custom" one.
Oh, its really easy to understand.
Fact: the map plays poorly
Fact: changing how the map plays gets you disqualified
Speculation: one contest entry changes gameplay to be good/balanced/fun
Inferred: Said map would be disqualified from the official contest
Speculation: winning entry still ends up not playing well
Conclusion: map that has good gameplay is not official and is played more than the official map.
I'm not so certain the map does play that badly. My main concern is that the layout doesn't do much for optimisation. At least if you don't intend to surround your map in cliffs like this.
