It appears that way. Also you can change a weapon into a golden wrench on a local server by changing the script of a weapon ( see here http://dl.dropbox.com/u/897064/items_game.txt )

I just realized... the guy (lawyer?) at the top of page 4 looks like Dr. Robotnik.

He got VAC banned and so valve removed the wrench.

VAC bans mean you cannot play on 90% of the servers out there. It's like a huge-scale server-ban network.

You can still play single player games, and play multiplayer on the servers with VAC disabled. (Which of course tends to draw all the cheaters anyway...)
