Don't tell people how, or else you will see a slew of badly balanced maps with the Crit candy gimick all over the place.

Thats the correct answer and how the map will behave! Except that's not what I used in the video :p

In fact it was a dirty cheat. The candy was a prop_dynamic created by a console command, with an extra one to make it spin. Then a key was bound to give the crit effect (addcond 11) and kill the prop_dynamic at the same time. I pressed they key when I was about to touch the candy to get the effect. The pickup sound and positive response from the soldier were added in post-production

AFAIK, the candy drop is an ammo box entity. It must have some kind of parameter to set it to give crits, but I'm guessing here.

It is. Valve made players drop two ammo pickups: the weapon and the candy. The candy itself works like the sandvich. It doesn't give ammo, but adds a condition.
