Problem blocking the cart

So I'm starting up on a payload map I set aside a couple months ago. The reason I set it aside was because of a problem blocking the cart: red could only sometimes stop the cart from moving by standing on it. The map is a 4-point, badwater-style map, and red can only block the cart between points 1 and 2. At no other point can it be stopped. I used the PL setup from Boojum's gametype library. I checked around my entities and didn't see anything that would cause it, but obviously I'm missing something. Thanks for the help!

Inability to block the cart will result from the cart's target CP being considered unavailable to red team. It can be fixed by having each CP's red required CP be itself (meaning no requirement).
