Do you extract the zip files to use the models, textures, etc.?

tf/models for models, though specific models might have sub folders.
tf/materials for textures, but again they will probably have their own sub directory (nature vs. concrete).
Most things are packaged already in the models, materials, and maps folders so you just paste inside the tf file. Other are packaged in the tf file, so just paste in team fortress 2 folder.

I mean is that like in Program files/steam/...?

Program Files/Steam/steamapps/<Steam ID>/Team Fortress 2/tf/ is the location. Inside tf you'll find the materials and models folder.
