Team Spawn Problem

I have been having this problem with my payload map where the blue team spawns in the red spawn room. I have checked all the team spawns and they are the right team.
I have made many spawn rooms before and never had this happen.

The teams are set properly within the func_respawnroom as well as the spawns themselves? I've had this issue before, and a friend of mine has too. Very oddly in both cases making 16 spawns for each team had solved it, though I honestly haven't the slightest why it happens.

Ok well I'm going to make sure I have 16 spawns and see if that fixes the problem thanks for the help.

Do you have spawns for both teams set up?
Are the spawnpoints surrounded by a func_respawnroom set to the proper team?
Are the spawnpoints at least 1 unit off the ground?
Do you have your <team> respawn for round keyvalues set?

Uneven spawns arent the case. You can have a working map with just 1 spawn in room A and 3 spawns in room B.

if you used tcp_rounds the solution of nerdboy would work:
Do you have your <team> respawn for round keyvalues set?

Its usualy just the settings that matter.
