Do these exist in a format that could be used? Say, on a flat surface where a player's forward momentum is sustained?

func_push would probably be the easiest way.

EDIT: Or perhaps the way that you would normally do ice (I've never done ice so idk but I know there's a way to do ice where it has very little traction.)

I advice against any kind of friction modification in the materials.
It really doesn't work well with TF2 netcode and you will get a massive rubberband effect when playing it on a server.
