I came across this free program a while ago when i had to RMA my Maximus II Formula motherboard due to a fault, and had to use my old PCworld bought computer. Going from a 3.6ghz quad w/ 4870 gfx to a 2.0ghz dual core with non-molex powered gfx was bad lol.

Another tool i used to use on my old fail comp was TF2 Tweaker.

Another safe tool that has alod of advanced options to tune your gfx settings ect further than what can be achived in Options/video ingame. When you run the tool and select what you want on and off, it saves alod of commands to your autoexec.cfg and can dramatically boost performance.
It needs .net framwork to work.

This Team Fortress 2 Tweaker is based upon the ET: Quake Wars Tweaker and is thus much alike, but now I've paid more attention to the lay-out and the number of tweaks is also larger. They are grouped in 4 categories, going from Graphics to Physics. As always, I've chosen the tweaks very carefully so the increase of performance doesn't go at the cost of graphical quality.
Before making any changes, it creates a back-up of your current configuration. This Tweaker even allows you to modify your tweaked settings again if you're not satisfied. Remember: this program only tweaks settings that aren't found in-game (aside from disabling shadows), so you can always disable some items yourself in the game menus to further increase performance.
