Really how do you make it?

The waterfall is a prop_static model.
It looks many better than someone you can build with brushes.
Also the animation.

How do you make those models?
And is it possible to make something like that on my own as an casual mapper?

Lucky for you ABS is doing just that. However, it my take some time for him to do it. Nevertheless, if you were to do this it would be vary hard unless you are good at making models for other editors. So don't worry you will get your waterfall soon, how soon I can't say but it will be soon.

I think he wants to create his own waterfall model, not put the existing one in a map.

3DS max, blender, Modo(what valve use) maya... the names of just a few modeling programs. These are what you need to look into to find out about making new cliffs.

...no I'm not. Where on earth did you get that idea?
This:
The waterfall... I'd probably make a new non-model VMT and use it on a displacement to make my own waterfall. and the rocks... not much point in using them without the waterfall, there are enough other rocks.
Sorry if I am putting words in your mouth, but that is what I took away from what you said.

Seems like you could just use a series of displacements with the animating texture used by the waterfall model. You'll probably have tweak the .vmt, changing it to LigtmappedGeneric, rather than VertexLitGeneric.
