While this would be a good idea, they'd need to make it so that it was community selected custom maps, and not maps like cp_orange all the time, or idle/trade servers. The community should need to vote on what maps would appear on these listings, then drop players into a server currently playing that map.

That would work well if valve made a section on the workshop for maps.
Then link the vote system from that into the quickplay.

The problem is that it mean those custom maps will (kinda) be official, played all the time by players, and not just a rare find in the server searcher.

It would be good if there was a feature for quickplay where you specify a ping value and then every server it shows you when you click "SHOW SERVERS" or when you click "PLAY NOW" you join a server that has equal or less the value you specified.

If it were left up to community votes, you'd still get cp_orange because it's like the most popular custom map of all time. Some amount of curation from people who know what they're doing would be necessary.

Not really. Valve servers still wouldn't run them, and it would still be up to the discretion of the server owners what maps to include in their rotation. Right now, they're being forced not to include any lest they be disqualified from quickplay.

Also in no possible universe would what you described be a "problem."
