missing map error for some people connecting to my server

i run a server that people play on all the time and someone asked me why their friend keeps getting a missing map error on connection. i told them to check their tf2 maps folder for a map with the same name as mine and delete it, retry again. so they looked and claimed to not have any map with the same name in there. my maps are hosted from a remote web server, other people can join and download the map but this one guy cant and i cant figure out why. i also dont know how many people have the same problem and have maybe blacklisted the server or whatever. please help.

Do they have their options set to not download any custom files? I think that stops custom map downloads as well.

I think it's under Advanced in the Multiplayer options.
i doubt anyone would disable this but ill let him know and see if it fixes it. in the meantime, can you think of any other way it might give that error?

I believe there is also a server config that won't allow downloading of maps from the server. This is to save bandwidth, especially with smaller servers.
I've forgotten what its called and lazy, but it shouldn't be hard to find.
