CD Key invalid for internet servers error

I can't create a LAN Server in TF, even in Hammer when I compile a map and run the game as soon as the map tries to load I get this error. Same for the "Create Server" button. I can join other servers (like Valve's or international) just fine. So basically I cant test out any of my maps right now. Here's what I have tried:

- Restart Steam/Team Fortress
- Update Steam/Team Fortress
- Opt in to any Betas
- Opt out of any betas
- Verify cache

How though?

Step 1: Open TF2.

Step 2: Open dev console, or click the plus sign.

Step 3: Type
Code:
map (name of your map)
without parenthesis and press enter in the dev console or... If you clicked the plus sign, pick your map from the map dropdown and press start.

Step 4: ???

Step 5: Profit.

You just have to compile your map first.

This problem is because you dont have connection to steam, so save your map, go offline then go online, restart hammer and compile your map.
I have Steam running in the background when I am using hammer. I have tried this and it doesnt work.
