CTF and map scripting questions

I've had this idea for a ctf map for a few months now that could possibly make the gamemode better. This idea goes as follows:

-Both teams flags start in the front of the map and move to further back position in the map as they're capped.
-The team who had their intel capped has their spawn moved forward slightly as the flag moves.
-when a team caps a flag their spawn moves back one position, if they're not already at the most forward position.
- The delivery position remains the same, but has a delay the more caps are put into it. The first flag takes 10 seconds to cap, the final flag takes 20 seconds to cap.

My two big questions are: is this a real expectation out of Hammer and the Source engine or is this a bit of a stretch to do? If it is possible, how would one go about doing the required goals of the map?

Sounds a lot like the "capture some flags" game mode that was the rage a few years ago.
